What is a cookie and what does it do?
When you visit a website, the server of that website stores a cookie file in your browser, which is usually a small text file. The next time you visit the same site, the server recognizes and reads the text file it saved and states that you have visited the site before. The cookie does not reveal your name or address, but it tells the server possibly your geographic location, the type of browser and device you use, and other similar Anonymous information.

What are the benefits of cookies?
Cookies can be used to monitor the visitor’s behavior on your site: how long does he stay on your site, which links are clicked, does the visitor turn on his heels as soon as he arrives at the site, does he return, etc. You also get useful information about when your site has the most traffic and which way your site was accessed.
With the help of cookies, a smoother user experience and targeted content can be brought to the website visitor. Is the cookie notice mandatory?
In EU yes, it is starting to be today. And specifically one that works properly. A simple “my fault” notification is not enough. That is, one that states that by using the site you accept cookies.
For a long time, Finland held the position that informing about cookie practices and the visitor’s option to block cookies from their browser settings are sufficient measures for working with cookies.

I don't track visitors or do marketing. Does my site have cookies?
Yes. Every WordPress site loads at least functional cookies. Cookies can come through add-ons and themes, and the very commonly used Google Fonts is also one source of cookies.
If the site only has functional cookies, then a functional cookie notification is basically not needed. However, I recommend putting some kind of announcement about it.
